The Ruling on the One Who Leaves Off the Prayer by Shaykh Abdul Aziz ibn Abdullah Ibn Baz (رحمه الله) is a concise and authoritative work that explains the Islamic ruling regarding abandoning the obligatory prayers (Salah). Based on the Qur'an, authentic Sunnah, and the understanding of the early generations of Islam, the book highlights the immense importance of Salah as the second pillar of Islam and discusses the serious consequences of neglecting it.
Shaykh Ibn Baz presents the evidences from the Qur'an and authentic Hadith concerning the obligation of prayer, the virtue of establishing it, and the scholarly discussions regarding those who deliberately abandon it. The Ruling on the One Who Leaves Off the Prayer
believer does not enter the lower level of Hell.
The second angle is that Allah the Most High said:
The Ruling on the One Who Leaves Off the Prayer
The second is establishing the prayer, meaning performing it with its conditions. Whoever removes it from its time has not established it, and whoever brotherhood with the believers has not been established, then he is from the disbelievers.
ل إلا من تاسه و فاقت كم
"Except for those who repent and believe." [Sürah Al-Furqan 25:70)
And it is an evidence that he (ie. the one who does not pray) is a believer, as it is not sought from the believer ever that he is. So, that indicates that he is a disbeliever, and seeking faith from a believer is from attaining something which is already attained and it is impossible. The clarification of that is that anything is present, bringing it about is not sought (ie, because it is already present).
THE SIXTH EVIDENCE
His Statement the Most High in Surah At-Taubah verse 11:
THE SEVENTH EVIDENCE
His Statement the Most High in Surah Al-Qiyamah, verses 31 and 32:
"So he did not believe nor did he pray, however he denied and turned away." (Surah Al-Qiyamah 75:31-32]
Ibn al-Qayyim (a) said: "Islam commands that the Prophet (a) believed in what he came with and that his command be obeyed, so whoever doesn't believe him then he is a disbeliever. Likewise, whoever abstains from obeying his command by leaving off the prayer then he is a disbeliever, and Allah the Most High joined them so there is no way to separate them."
فإن تَابُوا وَأَقَامُوا الكلوة وماتوا الزكوة لإخْوَلَكُمْ فِي الذِين
وَنُفَصِّلُ الْآيَاتِ لِقَوْمٍ يَعْلَمُونَ )
"So, if they repent, establish the prayer, give the obligatory charity, then they are your brothers in religion. Thus we explain the verses for a people who know." (Surah At-Taubah 9:11]
Its clarification is that Allah made three things a condition for the polytheists to become brothers of the believers:
The first is repenting from polytheism.
THE EIGHTH EVIDENCE
His Statement the Most High is Surah Al-Munafiqun verse
"O You who believe! Let not your wealth nor your children distract you from the remembrance of Allah and whoever does that then they are the losers." [Sürah Al-Munafiqun 63:9)
