Prologue
Year 17 of the Free Era
The Monk
The monk had long given up on guilt.
In his old age he had become increasingly lax in his indiscretions. Initially, they had all left a toll on him. Not anymore. He was safe in his position, fully aware that no one would ever consider replacing him here of all places. The existence of the monastery had become far more about keeping up appearances than actual religious se- clusion. Yes, to the people of the city, he was a holy man. But it had been a long time since he had seen himself that way.
Really, it wasn't so much that he had given up faith in The One entirely, it was just that he gave up on any notion that he would ever be held accountable. When the weak and needy would come looking for solace, he found creative ways to provide them a service. As for his relationship with The One, well, there had to be some al- lowance for being secluded within the most damned city in the world.
Guilt served no purpose here. It was the kind of lux- ury that was reserved for somewhere else where guilt and innocence had some meaning. Not here. Not in Khinjar.

Year 1 of the Reign of Hakim Saeed
Ashiq
Until this day, I have taken seventy-six lives. The reli- gion of The One has forced me to take the lives of two people I held dearest in this world: my mother, who fell prey to its cult of death worship; and Layth, the brother
I never had. General Saeed is no longer a General. He is now Hakim Saeed, and we are the only two surviving members of the House of Hakim Aziz. He was very un- derstanding when I explained that there were only two more lives that I would permit myself to take: those of Harith and Bilquis. No matter how many of The Arrow remained, after those two (and any who stood in my way of getting to them), I would be done. Ten years it took me to track them, and now I am halfway towards completing my final goal.
I cannot lie and say I am comfortable with the stories I have been hearing of the hundreds who have disap- peared into the dungeons of the security division. From all the intelligence I had received previously, there were no more than twenty members of The Arrow remaining.
