Introduction
One of the measures adopted in modern times for the organisation of economy and finance is insurance. It has a key role in present industrial development as well as in large-scale organisation of commerce, industry and agricul- ture. In certain respects, it is even more important than banking. There is a continuing surge of commitment to revive the Islamic way of life. The reorganisation of finance and economy is a part of that commitment and involves tackling the problem of insurance like that of banking. This study addresses itself to the question of what our position must be in regard to the present system of insurance when the whole economic and financial system is refashioned in the light of Islamic principles. We shall try to identify the basic principles of insurance, and see if they can or do not fit into the Islamic system of life, and also assess the possible advantages accruing from their adoption. We shall also review the methods of application of these principles in modern times and see how to safeguard against the ills associated with the present insurance system. Finally, we shall make some suggestions regarding the organisation of insurance under the Islamic system. The whole discussion, however, will be confined to principles only, without any consideration of technical details of the insurance system or details of the changes that might be necessitated during its reorganisation.
Insurance is based on the discovery of a useful social- scientific principle, according to which, after a small invest- ment, individuals can be freed from incurring financial losses as a result of perils and accidents, whose incidence can be measured fairly accurately in relation to large human groups. This principle, like all other scientific discoveries, is a blessing from God. To take advantage of it is not only desirable, it is indispensable for the progress of civilisation.

MUHAMMAD NEJATULLAH SIDDIQI, born in 1931 at Gorakhpur (UP) India, was educated at the Muslim University Aligarh and Darsgah Jamat-e-Islami, Rampur. Before joining the King Abdulaziz University, Jeddah, as Professor of Economics in the International Centre for Research in Islamic Economics, he was Professor and Head, Department of Islamic Studies and for some years Reader in Economics at Aligarh University. During his early academic career he launched and edited a quarterly research journal Islamic Thought. Presently an Editor of the Journal of Research in Islamic Economics (Jeddah), he has authored and translated over a dozen books on Islam and Islamic economics. Some of these are: Economic Enterprise in Islam, Some Aspects of the Islamic Economy, Muslim Economic Thinking, Banking Without Interest, Issues in Islamic Banking, Partnership and Profit-Sharing in Islamic Law, Islam's Theory of Property (Urdu), The Road to Islamic Renaissance (Urdu), Urdu translation of Qadi Abu Yusuf's Kitab al-Kharaj and Sayyid Qutb's al- 'Adalah al-Ijtima'iyah fi'l-Islam. These contributions won Dr. Siddiqi the King Faisal International Prize for Islamic Studies in 1982.
INSURANCE IN AN ISLAMIC ECONOMY discusses the nature of risks that are covered by insurance as distinguished from gambling which creates its own risk or involves one in a risk not accessary to economic activity proper. The possibility of reorganising insurance in accordance with Islamic principles so as to avoid interest, gambling and other corrupt practices and the desirability of doing so are discussed in the context of man's contemporary need. Briefly tracing the development of insurance under capitalism and the way this need is fulfilled in socialist countries, the study outlines an integrated scheme of social security and insurance in a modern Islamic economy.
